I found no documentation on it and see no changes when I am adding my domain.
SO, what is the purpose of this feature exactly and how is it working?

The Whitelisting option we have in the Project settings is actually for our Adaptive Delivery. But somehow we didn’t explain at all on that page!
As for the proxy option, you can use it for Upload-Free image processing. Here you can read more about that.
If that’s not what you are looking for, let me know about your use case. I would be happy to offer you another solution
